you can catch them in Fisherton, and it will count as a quest fish.

This may help, it shows where the best population is, I also haven't caught 1 yet, but Waterport looks too b the best area 4 them...DisturbedDesigns Charters....Steve (Captain)

I have caught emo's in fishertonville with rifle pole and with red love and loaf chums -- haven't caught one in waterport
