Cant catch last fish on quest

I've been trying in vain to catch the LAST fish which is a stripped red diablo. i use my free love chum and always go over 10.8 boost to catch the little bleeder.......AND STILL can't get it. Is there anyone out there that could give me advice on how, as i've been on the same quest for over 3 weeks
