About the Necropole, the actual text says you can find the Scuba Helmet at any part of the quest but I think you cannot find it until you started the quest or that you have some minimal xp, my necropole is 50 , I leveled it on BC (without the quest) and I havn't found the Scuba Helmet doing it, found it on the first try after Earl told me to search in BC so I'd assume you need to meet Earl to find it. Scuba Helmet[edit]
With just shy of a million points, I purchased the Secrets of Farovia skill, switched to my Necro-Pole (Level 24) first catch resulted in finding the Scuba Helmet. I haven't talked to Earl or anything about this quest... So it's purely based on luck from what I can see.
