If you have licenses from handing in Collectables, be sure to Activate that one instead of selecting Renew, otherwise you'll be paying the 49,999 silver to buy a license.

NOTE: You can sneak onto this island without a renewed license if you are doing the tournament. Be sure to hop off the island right afterwards and do not do any other activities: no trimming, opening chests, buying chum, or refreshing the screen by clicking on the logo.
