While common throughout the game, this is the Task fish that helps unlock Devil's Cove once you have over 8 million points & 1 million  as a Clue fish. Good or Evil points. Msg appears in red after unlocking Sigs Wasteland. You don't actually catch him until Lv 10 later though.

FW Trivia: Parrots are generally expensive exotic birds & first believed to be owned by the richer pirates, usually reserved for a pirate captain. It's his second set of eyes, as if there's malice in a captain's crew - the bird would likely notice it first and be able to warn a person of incoming danger. Wiether this is true or not, they're believed to be kept for their intelligence & talking abilities as well as make good companions that are easy to care.
