I've got a level 5 necropole and that all it says you need. How else do you catch a foamy fish?
Some discussions on the FW forum suggest you need to be fishing in Farovia. Claims for catches have been made with as low as level 14 Necro-pole. Also claims have been made for using a higher level Steam Powered Hydro-pole.
Various chums have been reported, including Cayenne and Red Love Chum.
This fish is extremely rare and the highest catch claim on them is 7 in roughly 450 casts with a Necro-pole between level 25 and 50.
