WaterPier must be unlocked first.
WaterPier must be unlocked first by having completed [[WaterPort]] (all three poles) and learning the [[Skills#Silent_Secrecy|Silent Secrecy]] skill. You will also see a pink notification while at WaterPort with one of your poles equipped on your home page about starting that poles associated Secret quest. For example with the [[Broken Standard]] pole equipped:

Note that using Love Chum will speed up Stealth leveling, but will not give you the temporary 2 extra Stealth levels as with the pole levels.
For Camo Branch, the Stealth leveling seems to be about 100 exp. per level: (0.02 for catch, 0.01 for miss, 0.04 with love chum).
For Secret Standard, the Stealth leveling seems to be about 200 exp. per level: (0.01 for catch, 0.005 for miss, 0.02 with love chum).
For Silenced Rifle, the Stealth leveling seems to be about 180 exp. per level.
